The above vacancies are now in existence.  The list of selected candidates published by the Commission in response to this notification shall remain in force for a period of one year from the date of finalization of Rank List or after one month from the date of commencement of training in respect of the last batch selected from the list within a period of one year from the date of finalization of the Rank List whichever is later.  Candidates will be advised from the said list against the vacancies noted above and that may be reported to the Commisson in writing during the period of currency of the list.

Candidates from ministerial staff of Police and Vigilance Department and from the constabulary can apply either for open competition or for the quota reserved for them, but not for both categories.  The candidates who intend to apply for recruiting against categories II and III should specify the category at the top of the B side of application form.  “ Category II- Ministerial staff of police and Vigilance Department, Fingerprint Searchers and Finger Print experts of the Finger Print Bureau” or Category III- Constabulary as the case may be.  If no mention regarding the categories is made, as directed above, the application will be dealt with as if, for open market vacancies- ie, Category I- Separate Ranked Lists will be prepared for each Category. The relative seniority of the candidates in the above three categories will be decided as aid down in G.O (Ms) No.207/70/Home dated 5/10/1970.

The principles of rules of reservation  and rotation will aply for open market vacancies (Category I) only.  Against vacancies in the other two categories candidates will be advised on the basis of merit only.

If  sufficient number of suitable candidates are not available from the ministerial staff, the vacancies reserved for them will be filled up from the constabulary as per the provisions contained in G.O (Ms) No.196/95/Home dated 26/7/1995.  If sufficient number of candidates are not available from the “Ministerial or constabulary” categories to fill up the quota reserved for them, the deficiency will be made good from Open Market (Category I)

i)                    Graduate and Post Graduates in Criminology, Social Work and Social Services will be given due weightage

In the case of SC/ST candidates if sufficient number of fully qualified candidates are not available under Category I, the applications of those who have passed Intermediate, Pre-University or Pre-degree Examinations will be considered only to fill up the quota reserved for them.  But no such relaxation will be allowed to candidates belonging to SC/ST communities for selection under Category II and Category III.

NOTE

Details regarding standards of vision should be clearly stated in the certificate as given above, and vague statements such as vision normal etc will not be accepted.  Specifications for each eye should be stated separately.  If the specifications are not as prescribed above, the Officer issuing the Certificate should state whether the candidate has got better standards of vision  or worse standards of vision as the case may be, than what is prescribed.  Otherwise the certificates will not be accepted.

CONDITIONS OF SERVICE

             The candidates selected will be on training for a period of 9 months in the Police Training College, Thiruvananthapuram and Practical Training for 3 months  in the concerned DAR in which they are posted.  The period of training in the Police Training College and the period of practical training in the Districts will not be counted for increments, probation or service.

           The probation of directly recruited Reserve Sub Inspectors will commence only after completion of the Practical training  as prescribed G.O (Rt) No.573/78/Home dated 21/3/1978.  The period of probation is two years on actual duty within a continuous period of three years.  Every person appointed  to the post shall executed a bond before he joins for training to the effect that he shall serve the Department for a minimum period of five years.  During the training in the Police Training College and under Practical Training in the District Armed Reserves each recruit will be given the basic pay as stipend per  month.  An initial kit allowance of Rs.225/- will be paid to each recruit if uniforms arem not supplied.

           As per G.O (Ms) No.44/85/Home dated 25/2/1985 the Deputy Inspector General of Police is empowered to extend the period of training of the recruits whose performance is found to be unsatisfactory, subject to a maximum of six months in each case.  Despite such extension, if the performance of the trainee does not improve, the matter will be brought to the notice of the Inspector General of Police (Head Quarters) and the Director General of Police and if they deem it necessary, will discharge the trainee from training after giving due notice to him.

NOTE

  1. A preference will be given to Diploma Holders
  2. For candidates belonging to Scheduled Caste/ Scheduled Tribes, the requirements of experience wherever prescribed shall not be insisted upon.  Such candidates shall be given training for six months during the period of their probation after appointment to the posts
  3. Experience prescribed for direct recruitment shall be one acquired after obtaining the basic academic or other qualifications.  Practical experience gained by holding temporary or regular appointments in Govt.  (2) The persons in possession of a Diploma in Agriculture Science awarded by the Kerala Agricultural University will have to pass the written examination conducted by the Public Service Commission.  They will be exempted from the Endurance Test, prescribed in G.O (Ms) No. 312/75/Agri. Dated 16/10/1975.

 (3)All candidates for Direct Recruitment except Diploma holders  in Agriculture will have to undergo an endurance test and a written/ Objective Type Test conducted by Public Service Commission.  The endurance test will consists of

                   i) 1600 meters race – Maximum duration – 10 minutes

I                 ii) Digging a plot of 0.4 ares – Maximum duration – 1 hour

(4) The Endurance test will be conducted at three centres viz., Thiruvananthapuram, Thrissur & Thaliparamba.  The candidates should specify the Centres of  their choice at the top of the ‘B’ side of the application.

(5) PRE-SERVICE TRAINING

      All the Direct Rcruits except those who possess any of the certificates accepted as Recognised training in Agricultre will have to undergo a course of training for six months in any of the two centres at ollukkara and Thaliparamba.  Intensive training will be given in theory as well as practical.  At the end of the training period finl test consisting theory, practical and oral will be conducted by the Deputy Director of Agriculture of the District concerned.  Those who fail in the first chance will be given two more chances to sit for the test during the period of probation, failing which  their probation will be terminated and service dispensed with.  The test will be conducted half yearly during the period of probation.  After the successful completion of training, the candidates will be appointed as Agricultural Assistants on Rs.3590-5400.

(6) All the direct recruits except those who ave got exemption from the training will have got exemption from the training will have to execute a bond agreeing to serve the Government for a period of two years failing which he/she should pay back to Government all the money paid to him/ her and all the expenses incurred by Government for his/her training together with liquidated damages of Rs.300/- The specimen form of the bond to be excuted can be had from the Agricultural Department.  A sum of Rs.50/- per mensum (vide GO (Ms) No. 407/70 Agri dated 23/11/70) will be paid as stipend during the period of training.

(7) The Rank and Seniority of candidates selected for the post of Agricultural Assistant will be decided according to their ranks assigned in the advice list of the Public Service Commission, irrespective of whether they need or need not undergo the pre-service training.  But in the case of those who fail to secure a pass after completion  of the training in  the first chance, their rank and seniority will be revised on the basis of the chances and mark they obtain in the subsequent chances.

    Candidates appointed by direct recruitment will be on probation for a period of two years on duty within a continuous period of three years.

 The selection in pursuance of this notification will be made on a Revenue District basis subject to the special conditions laid down in GO(MS)No.154/ 71/PD dated 27.05.71. A candidate advised for appointment in the Revenue District from the Ranked List prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former district.  Even if transfer is allowed after 5 years, it will be subject to the rules in GO(MS)No. 4/61/PD dated 02.01.1961.  Candidates already in Government Service holding this post in any one District are prohibited from applying again for this post, but they can apply to higher posts when notified.

Age Limit

Should have completed 18 (Eighteen) years of age and should not have completed 39 (Thirty Nine) years of age as on 01.01.2003 with usual relaxation to Scheduled Caste/ Scheduled Tribe, Other Backward Communities.

Qualification

1. Degree in English Language and Literature and

2. B.Ed/B.T/L.T. with English as Optional Subject conferred    or recognized by any of the Universities in Kerala.

 

In the absence of those with qualifications in item (2) candidates with B.Ed./B.T./L.T. in any other subject conferred or recognized by any of the Universities in Kerala will be considered.

NOTE

1. Post Graduate in the concerned subject with B.Ed./B.T./L.T. are also eligible to apply for the post.

2. Candidates must have sufficient knowledge of Kannada which will be tested at the time of Interview.

SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT

 

1. Preference will be given as laid down in GO(MS)No. 50/70/PD dated 12.02.70 and GO(MS)No. 9/78/G.Edn. dated 21.01.78 to the wives of Jawans in the matter of recruitment as Teachers, if they possess the prescribed qualifications.  Soldiers in active service and those working in Base establishment are included under the terms of Jawans, Wives of Jawans should note on the side B of the application form that they are wives of Jawans.  Such candidates should obtain proper certificates from the Officer commanding stating the name, Military rank and Military address of their husbands and produce the same as and when required by the Commissiion GO(MS)No. 509/64/Edn. Dated 19.09.1964, GO(MS)No. 614/65/Edn. Dated 09.11.65 and GO(MS)No. 243/66/Edn. Dated 27.05.66.

 

2. Laboratory Attenders in the Departmental High Schools in the state who have rendered at least five years satisfactory service and who possess the prescribed qualification will be exempted from age limit. They should produce proper certificates from the Headmaster of the School specifying the date of commencement of their service and the total service put in by them as and when required by the Commission.  The candidates who claim exemption on this basis will not be given the benefit of communal reservation and will be considered only against vacancies to be filled up by open competition on the basis of merit alone. (GO(MS)No. 315/62/Edn. Dated 14.05.1962)

 

3. NDS Instructors who have put in not less than one years service as NDS Instructors will be given age relaxation to the extent of their service as NDS.  Instructor subject to a maximum period of 5 years (GO(MS)No. 166/67/Edn. Dated 10.04.67).  They should produce proper certificates from the authorities concerned, as and when required by the Commission.

 

4. First Class Scouts and Guides will be given preference in the matter of appointment as Teachers (GO(MS)No. 122/75/G.Edn. dated 27.05.75).

 

5. Teachers of the Government Primary and Nursery Schools who are Grduates and are otherwise qualified will be exempted from upper age limit (GO(MS)No.185/70/PD/Edn. Dated 18.04.70 and  GO(MS)No. 466/70/Edn. Dated 11.11.70).  They should produce proper certificates from authorities concerned, as and when required by the Commission.

NOTE

The candidates who claim concession in lieu of any of the above reason should state the fact in the relevant column of Side ‘B” and darken the bubble in the OMR sheet side A of application.  Otherwise the applications are liable to be rejected presuming that they are over aged candidates (For Other conditions regarding age relaxation please see para 2 of the General Conditions).  Upper age limit after allowing age relaxation as per rule should not exceed 50 years.
