          1. Qualifications as laid down under Rule 49 of the Drugs and Cosmetics Rules 1945 viz:-

 

 (a)  A Degree in Pharmacy in Pharmaceutical Chemistry or a Post Graduate Degree in Chemistry with Pharmaceutics as a Special subject of a University recognised for this purpose by the appointing authority or the  Associates ship Diploma of the Institution of Chemists (India) obtained by passing the Examination with “Analysis of Drugs and Pharmaceuticals” as one of the subjects,

 

OR

 

 (b) The Pharmaceutical Chemists Diploma granted by the Pharmaceutical Society of Great Britain.

 

OR

 

 (c) Graduation in Medicine or Science of a University recognised for this purpose by the appointing authority and atleast  one year’s Post-Graduate training in a Laboratory under -

 

 (i)   A Government Analyst appointed under the Act, or

 

 (ii)  A Chemical Examiner or

 

 (iii) A fellow of the Royal Institute of Chemistry of Great Britain   (Branch-E) or

 

 (iv)  The head of an Institution specially approved for the purpose

 

and (2)  Practical training in the manufacture of Ayurvedic (including Sidha) or Unani Drugs,

Training:- Every person appointed to the post shall undergo training in the Department for a period of three years from the date of appointment.  The period of training will not count for probation or increment.  He will be given minimum of the pay in the pay scale plus usual allowance attached to the post during the period of training.  In the case of candidates who are already in the service of the State Government at the time of their appointment they shall be paid during the period of training a consolidated allowance equal to the pay and allowances which they would have drawn but for their appointment to the post or the minimum of the scale of pay and allowances attached to the post whichever is higher

Probation:- On completion of the prescribed period of training he shall be on probation for a total period of two years on duty within a continuous period of three years.

Test:- During the period of probation he shall pass the account test for Executive Officers of Kerala, if he has not already passed it.

Only one ranked list will be prepared in pursuance of this notification and candidates will be advised from that ranked list against all the vacancies reported for the posts from all the departments mentioned above.  As such a candidate need send only one application.  Candidates will be advised for recruitment to each department according to the order in which vacancies are reported from each department and in accordance with the ranked secured by them subject to the rules of reservation.

 

  Once advised, his/her turn will be over and he/she will have no further claim for being considered for appointment from the ranked list to another department.  As a common rank list is prepared for more than one department on the basis of a common written examination, a candidate appointed in a department and relieved for want of vacancy can re-register his/her name in the office of the Public Service Commission and in such case, he/she will be advised for appointment against the next vacancy reported from any of the above mentioned departments and he/she will forfeit his/her probation in the parent department.  For re-appointment necessary, but one has to wait till vacancy arises in that department.

The selection in pursuance of this notification will be made on a Revenue District basis subject to the Special conditions laid down in G.O.(MS)No.154/71/PD dated 27.5.1971. A Candidate advised for appointment in one Revenue District from the Ranked List so prepared is not eligible for transfer to another District unless he/she has completes five (5) years continuous service from the date of commencement of service in the former District.  Even if, transfer is allowed after five (5) years, it will be subject to the orders contained in G.O.(MS)No.4/61/PD dated 2.1.1961.  Candidates already in Government Service, holding the post in one District are restricted from applying for the same post in another District.  But they can apply for higher posts.
