NOTIFICATION

FOREST RANGERS COURSE – 2004-2006

            Applications are invited from qualified candidates for selection to undergo Ranger’s course in Forestry during 2004-2006 in the Various State Forest Services Colleges under the Directorate of Forest Education Dehradun.  The selection is confined to candidates belonging to Kerala State.  The selection will be subject to the decision of Director of Forest Education, Government of India, Ministry of Environment and Forests in regard to the conduct of the course and to the allotment of seats to the state.

            Vacancies notified are provisional subject to change according to the allotment of seats by the Director of Forest Education, Ministry of Forests and Environment, Government of India, Dehradun.       

Note: - The Ranked List of candidates finalised by the Commission in pursuance of this notification shall cease to be in force after one month from the date of commencement of training or 3 months from the date of coming into force of the ranked list whichever is later.

6. Age limit

Candidates must have completed 19 (nineteen) years and must not have completed 30 (thirty) years as on 1.1.2004 (The upper age limit will be relaxed by 5 years in the case of Scheduled Caste/Scheduled Tribe candidates and 3 years in the case of backward classes).  In the case of ex-servicemen, the maximum age limit will be 37 (thirty seven) years irrespective of caste.

Note: - Preference will be given to Ex-servicemen within the meaning of G.O.(MS) No.70/73/PD dated 2.3.1973.

7. Qualification

  1. Bachelor’s degree in Science of any recognised University or its equivalent.
  2. Minimum Physical Standard as prescribed below.

For men

Chest – 84-89 cms.

(Chest expansion 5 cms)

Height – 163 cms.

For Women

Chest – 79-84 cms

(Chest expansion 5 cms)

Height 150 cms.

(Measurements will be taken before interview only.  Candidates are well advised to ensure their Physical measurements before they apply).

3.Written Test:- Candidates have to appear for a qualifying examination conducted by the Kerala Public Service Commission with the following syllabus, duration and the maximum marks.

I. Compulsory: i) English (2 hrs.) 100 marks

    Mathematics – Metric/High School Standard

   ii) Mathematics – I Paper (2hrs) 100 marks

                                (Arithmetic, Algebra and Trigonometry)

   iii) Mathematics – II Paper (2hrs) – 100 marks

                                  (Geometry and Mensuration)

   iv) General Knowledge – I Paper (2 hrs.) 100 marks

                        (Physics, Chemistry and General Science)

   v) General Knowledge – II Paper (2 hrs.) 100 marks

                        (Social Studies, Geography and Current events)

II. Optional: - Any one of the following subjects: - 3 hrs. (200 marks)

     1) Mathematics   (2) Physics    (3) Chemistry    (4) Botany   (5) Zoology   

    (6) Geology (Higher Secondary/Intermediate Standard)

Note: - 1. Candidates must furnish their optional subject for the written test at the top of the ‘B’ side of their application.  Applications, which do not contain the above information, will be rejected unconditionally.

2. In order to qualify a candidate must obtain 40% marks for each paper.  Scheduled Caste, Scheduled Tribe candidates and backward classes need secure 35% for each paper.

4. Walking Test: - Male candidates who come out successful in the written exam must pass Physical test consisting of walking 25 kms to be completed in 4 (four) hours.  For women candidates walking 14 kms in 4 hours is prescribed.  The Kerala Public Service Commission will arrange this test.

  5.Health Certificate: - A Health Certificate (in original signed by a Civil Surgeon) testifying the candidates sound hearing and General Physical fitness for rough outdoor work in the Forest Department and to the fact that he/she bears on his/her body marks of successful vaccination should also be produced at the time of interview.  The Height and Chest (both normal and expanded) should also be distinctly recorded in the Certificate.

Note: - Physically Handicapped candidates are not eligible to apply for this training post.

9. Application form:- The cost of application form is Rs.10/- Cost of application for SC/ST candidates is Rs.5/- only.  Application forms can be obtained from all post offices in the State and from the Offices of the Kerala Public Service Commission.  Candidates should fill up both sides of the application form.  Candidates are directed to furnish their optional subject for the written test at the top of the ‘B’ side of their application form failing which their applications will be rejected.  Candidates are also directed to submit their applications with all the self-attested documents to prove date of birth, community and educational qualifications.  No further time will be granted for the production of the same.

10. Address to which applications are to be sent:

            Applications with all the documents to prove date of birth, community if any and educational qualifications should be sent to the Deputy Secretary. Government Wing (Rectt.) Office of the Kerala Public Service Commission, Pattom Palace P.O.Thiruvananthapuram-4.

11. The candidates are directed to be present for the Written Test, Walking Test and Interview at Trivandrum at the time and place given below at their own cost.

12. The candidates thus selected by the Kerala Public Service Commission on the basis of the Competitive Examination, Walking Test and Interview can join the Forest Rangers Course at the Various State Forest Service Colleges under Director of Forest Education, Dehradun.

13. The cost of training for the course will be met by the Government.  Caution money and mess deposit  (as decided by the Director of Forest Education) have to be deposited by the candidate on joining the college.  The candidates deputed are eligible for TA for the journeys to the Colleges and back at the rates admissible to Rangers under the rules.

14. The course is likely to commence from November 2004 and will last for 2 years.

15. The candidates finally selected for the course will be required to execute an agreement on stamp paper worth Rs.50/- binding themselves to serve the Government, if called up on after completion of the course and one year practical training for a minimum period of 5 years.  The selected candidates will have to furnish two solvent sureties, solvent to the extent of Rs.1,50,000/- in each case or permanent Government servants of the Gazetted rank.  In the event of failure in the examination and causing any loss to Government thereby or otherwise, they should refund the amount spent on their behalf by Government for their studies together with an amount to cover liquidated damages at the rate of interest of 6% per annum on the amount spent on their behalf by Government.  On successful completion of the training the candidates will undergo practical training in the department for a period of one year.  After completion of the practical training, if called upon to enter the service of the Government they will be appointed as Probationary Rangers in the scale of Rs.6675-10550/- against the vacancies reserved for Forest Apprentice.  The period of probation shall be two years duty within a continuous period of 3 years service.  The period of practical training in the Department shall not count for probation, leave, increment, pension etc. During the period of practical training, the trainees shall be given a consolidated allowance of Rs.6675/- per mensum.

16. The books containing the rules for Rangers course and draft forms of agreement and bond to be executed are available for perusal by the selected candidates at the office of the Chief Conservator of Forest (Administration), Thiruvananthapuram during office hours.  The candidates must refer to the General conditions attached to any of the notifications published by the Commission in the Gazette.  Sub items (vii) of para 2 and paragraph 5 of the General Conditions are not applicable to this selection.
