NOTE:-1. A ranked list will be prepared for Kozhikode District in pursuance of this notification. A candidate advised for appointment in one Revenue district from the ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former District. Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(MS)No.4/61/PD dated 2.1.1961. Candidates already in Government Service holding this post in any one District are prohibited from applying again for this post.

9. Application Form: The Application form is a single sheet of paper printed on both sides to facilitate computer processing also using the Optical Mark Reader (OMR). Each application form contains a unique eight digit barcode on side ‘A’. This barcode is unique for each application. The candidate has to quote this number for further communication.

Note – (i) 15% of the total vacancies will be filled up by transfer from any other category in the subordinate service/ministerial/Last Grade Service of the Animal Husbandry Department. 10% will be reserved for Ex-Service Personnel/ Dependents of Ex-Service Personnel /Dependents of Defence personnel and 75% of the remaining 75% vacancies will be set apart for Cattle Improvement Assistants and 25% for open Quota.
(ii) Departmental Candidates and cattle Improvement Assistants should produce Service Certificates and self attested true copies of the same containing full particulars of their service as officers in Animal Husbandry Department and as cattle Improvement Assistants respectively as and when called for. Dependents of Ex-Service Personnel/Defence Service Personnel should submit the self attested true copy of the certificate and original of the same as and when called for from the concerned Tahsildar and in the absence of such certificate from the Tahsildar, a certificate, self attested true copies of the same, obtained from the concerned Commanding Officer proving the relationship of the applicant with the Defence Service Personnel, his name, Rank in Military, address in Military etc., will be sufficient.
(iii) Departmental candidate and Cattle Improvement Assistants and Ex-Service personnel /Dependents of Ex-Service Personnel/Dependents of Defence Service personnel who desire to be considered against the vacancies in the open quota also may send separate applications.(in separate covers ) If sufficient number of eligible candidates are not available for the other categories, the vacancies earmarked for such categories will be allotted to the open Quota.
(iv) Departmental candidates and Cattle Improvement Assistants, Ex-service personnel and their dependents and dependents of Defence Service Personnel should produce true copies of Service Certificates (Self attested) and its original as and when the Commission called for.
(v) Selection to the vacancies reserved for cattle Improvement Assistant will also be filled as per the existing rules of Communal Reservation.
(vi) 10% of the vacancies reserved for dependents of Defence Service personnel are ear marked in the following order or priority.
(a) Ex-service personnel
(b) Wives and children of Jawans killed in action/missing.
(c) Wives and children of Ex-service/Deceased Ex-service personnel.
(d) Wives and children of serving personnel.
(e) Dependent brothers and sisters of Jawans killed in action.
(f) Dependent brothers and sisters of Ex-service and serving personnel.
Explanation: - Dependents of General Reserve Engineering Force personnel do not come within the ambit of the expression “DEPENDENTS OF DEFENCE SERVICE PERSONNEL”.
(vii) Separate Ranked lists will be prepared for each category in each district in pursuance of this notification. The Ranked list thus prepared and published by the Commission, shall remain in force for a minimum period of one year subject to the condition that the said lists will continue to be in force till the publication of new Ranked list after the expiry of the minimum period of one year or till the expiry of three years whichever is earlier. Candidates will be advised for appointment against the aforesaid vacancies and also against the vacancies if any, reported during the currency of the lists.
(viii) The eligible candidates may apply for all the selections published under the aforesaid 4 categories by sending separate application in each selection. But, applications should not be sent to more than one district. If applications are sent contrary to the above direction, and if he/she is selected his/her name will be removed from the Ranked lists and disciplinary action will be taken against him/her. Candidates should submit application for this post to the concerned District Officer of the Commission and should note the name of that district against column in the application. The addresses of the District Officers to which applications are to be sent are furnished in column (11) of the notification.
(ix) The selection in pursuance of this notification will be made on Revenue District basis, subject to the special condition laid down in G.O.(Ms) No.154/71/PD, dated 27.05.1971. A candidate advised for appointment in one Revenue District from the Ranked list prepared is not eligible for transfer to another district unless he/she completes 5 years continuous service from the date of commencement of service in the former District. Even if transfer is allowed after 5 years, it will be subject to the rules in G.O.(Ms.) 4/61/PD., dated 21.01.1961. But as per G.O.(P) 12/96/P&ARD, Dated 16.3.1996, the condition of 5 year service is not applicable for the transfer to the districts of Idukki, Wayanad and Kasaragod. This concession will be available only for getting transfer into these Districts, but not for getting transfer out of these Districts. And, this concession will be granted only once in the career of a Government Servant. Candidates already in Government service holding this post in any one District are prohibited from applying again for this post, but they can apply to higher posts when notified.
6. Age limit: Should have completed 18 (Eighteen) years of age and should not have completed 35 (Thirty five) years of age as on 01.01.08 with usual relaxation to Scheduled Castes/Scheduled Tribes/Other Backward Class candidates. Cattle Improvement Assistants to be absorbed as Livestock Inspector Gr. II etc. shall be given age relaxation to the extent to the period they have worked in that capacity.

7. Qualifications: A pass in VH S E with Livestock Management as main Subject.
Notes: - 1) Physically Handicapped persons are not eligible for appointment to the post.
2) Documents to prove qualification, age, Community etc. have to be produced as and when called for by the Commission. No documents should be attached with the application.
8. Method of appointment:
(i) Candidates recruited by the Commission shall be appointed to the service provisionally and they shall undergo the Stockman training course / Livestock Inspector training course. After the successful completion of training, their provisional appointment will be regularized from the date of first appointment treating their training period as regular service. Those who do not complete the course successfully in the first attempt shall be allowed three (3) more chances to complete the course successfully. In the case of candidates who fail to complete the course successfully even in the fourth attempt, their provisional appointment shall be terminated and they shall be discharged from service. There shall be no re-ranking of candidates based on the marks secured by them during the training.
(ii) Candidate selected will have to execute a bond in the prescribed form to serve the Government of Kerala for a minimum period of 5 years after the regular appointment. Those who leave the service in between or during training are liable to pay for the damage if any fixed by the Government.
(iii) Each trainee will have to produce a certificate (in original) of physical fitness from a Medical Officer not below the rank of Assistant Surgeon. This certificate need be produced at the time of interview.

Diploma or Certificate of Language Teachers Training in Hindi issued by the Commissioner for Government Examinations, Kerala.

(2) Persons who have successfully undergone the course in Hindi Teacher Diploma Course of the Regional Hindi Training College, Gandhigram, Madhura during the academic year, 1967-68 or prior to that year shall be considered to possess the requisite training qualification.
(3) Persons who have successfully undergone the Acharya course of the Kerala Hindi Prachara Sabha upto and including the academic year, 1969-70 shall be considered to possess the requisite training qualification.
(4) Post Graduates in Hindi are also eligible to apply
provided they have B.Ed / B.T/ L.T
(5) B.Ed should also be in Hindi Language.
SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT
1. Preference will be given as laid down in G.O.(MS) No. 50/70/PD dated.12.02.1970 and G.O. (MS) 9/78/G. Edn. dated 21.01.1978 to the wives of Jawans in the matter of recruitment as teachers, if they possess the prescribed qualifications. Soldiers in active service and those working in Base establishment are included under the terms of Jawans, Wives of Jawans should note on the top of side ‘B’ of the application form that they are wives of Jawans. Such candidates should obtain proper certificates from the officer Commanding stating the name, military rank and military address of their husband and produce the same as and when required by the commission (G.O.(MS) NO. 509/64/Edn. dated 19.09.1964, G.O(MS) No. 614/ 65/Edn. Dated 09.11.1965 and G.O. (MS) No. 243/ 66/Edn. dated 27.05.1966). This benefit will not be available to those candidates who do not state the aforesaid details in that manner, even if they produce relevant documents later.
2. Laboratory Attenders in the departmental High Schools in the state who have rendered atleast 5 years satisfactory service and who possess the prescribed qualification will be exempted from age limit. They should produce proper certificates from the headmaster of the school specifying the date of commencement of their service and the total service put in by them as and when required by the commission. The candidates who claim exemption on this basis will not be given the benefit of communal reservation and will be considered only against vacancies to be filled up by open competition on the basis of merit alone. (G.O.(MS) No. 315/62/Edn. dated.14.05.1962).
3. First class Scouts and Guides will be given preference in the matter of appointment as Teachers G.O. (M.S)No. 122/75/Gen. Edn. dated 27.05.1975)
4. Teachers of the Government Primary and Nursery Schools who are Graduates and are otherwise qualified will be exempted from upper age limit (G.O. (Ms.) No. 185/70/Edn. Dated 18.4.70 & G.O. (Ms.) No. 466/70/Edn. Dated 11.11.70). They should produce proper certificates from authorities concerned, as and when required by the Commission.Note:- The candidates who claim concessions in lieu of any of the above reasons should state the fact in the relevant column of the side ‘B’ and darken the bubbles in the OMR sheet side ‘A’ of application. Otherwise the applications are liable to be rejected presuming that they are over aged candidates (for other conditions regarding age relaxation, please see para 2 of the General Conditions). Upper age limit after allowing age relaxation as per rule should not exceed 50 years.

A title of Oriental Learning in Sanskrit awarded or recognized by the Universities in Kerala and Certificate in Language Teachers Training issued by the Commissioner for Govt. Examinations, Kerala. In regard to High School Assistant (Languages) in Government Schools, a Title of Oriental Learning in the concerned language awarded or recognized by the Universities in Kerala shall also be accepted in lieu of Degree if these titles have been declared as equivalent to Part III of Degree.

8 .SPECIAL CONCESSIONS REGARDING APPOINTMENT AND AGE LIMIT
(1 Preference will be given as laid down in G.O.(MS) No.50/70/PD dated 12.2.70 and G.O.(MS)No.9/78/G.Edn. dated 21.1.78 to the wives of Jawans in the matter of recruitment as Teachers, if they possess the prescribed qualifications.
